My suggestion is to do an audit of the vacation rental program since laws were established 7 years ago. We need to know how much we have spent and if the goals of lower home prices and increased rentals have occurred .

Please recognize that resident Owned Homestays and Bed and Breakfasts were not allowed to participate in the Vacation Rental permit process on 2008-2011 and were not allowed to secure a use permit after the year 2000 because the TVR ordinance 864 clearly stated they would have their own process at a later date this causing the discontinuation of the Use Permit being available and leaving these few resident owners with no means of becoming part of permit process from 2000-2016.
There are 3-4 Bed and Breakfast owners and several more Homestay owners who have have been patiently waiting for their own permit process since 2000. They are long time residents too and, one would logically think, should be treated fairly as citizens who have always had similar uses. Lastly, Bed and Breakfasts bring a perferred alternative accommodation and service to the thousands of European and Canadian tourists. It is proven this traveler spends more tourist dollars per capa more out into the community rather than spend in house dollars.
Please allow us a the “separate process with clear and concise standards” allowing us a more personal input in the development as promised in Ordinance 864 and as recommended in the 2005 Kauai General Plan Framework (by HH&F planning)
